PhRMA Sends Chairman Goodlatte Letter on IP Legislation

Today, Pharmaceutical Research and Manufacturers of America (PhRMA) sent the Chairman of the House Judiciary Committee, Bob Goodlatte (R-VA), a letter laying out changes to the patent system they would like to see in order for them to support any legislation. The changes they included are:

• Increasing pleading requirements for patent infringement claims
• imposing limitations on discovery until claims construction hearings are completed
• making cases that end with a covenant not to sue eligible for fee shifting
