On Monday, April 28, USIJ Executive Director Chris Israel testified before the USPTO at its Listening Session on PTAB and High Tech, urging the agency to finalize its proposed PTAB reforms. Mr. Israel’s testimony focused on how dominant technology companies have weaponized the PTAB inter partes review process to systematically undermine the patents of smaller, more innovative competitors—and why the USPTO’s proposed rulemaking represents a long-overdue correction. As Mr. Israel stated in his remarks:
“These aren’t defensive filings by companies protecting themselves from patent trolls. These are offensive strikes by dominant players systematically attacking the best patents held by smaller, more disruptive competitors.”
